Guests for the 2016 “World Special Economic Zones Development Forum” (Changbai Mountain)

Tao Yitao-Vice secretary of the CPC Committee and secretary of the Commission for Discipline Inspection of Shenzhen University and director and professor at the CCSEZR hosting the opening ceremony.

On September 20, 2016, the 2016 World Special Economic Zones Development Forum (Changbai Mountain) was jointly held in Erdao Baihe Town, Changbaishan Protection and Development Zone by the Key Research Base of Humanities and Social Sciences of the Ministry of Education-the China Center for Special Economic Zone Research, Shenzhen University (CCSEZR), Changbai Mountain Protection and Development Zone Administration Committee, Jilin Province, Economic Dynamics magazine and Editorial Board of Shenzhen University Journal (Humanities & Social Sciences) under the theme “Special Economic Zone Development and One Belt One Road Strategy”.
Among those attending the forum were Huang Mengfu, former vice president of the National Committee of the Chinese People’s Political Consultative Conference and former chairperson of the All-China Federation of Industry and Commerce; Gao Shangquan, honorary chairman of the China Society of Economic Reform and honorary president of the China Reform Foundation; Zheng Xinli, former deputy director of the China Central Policy Research Office and acting deputy director of the China International Center for Economic Exchange; Huang Yanming, chairman of Chinese People’s Political Consultative Conference of Jilin Province; Zhang Donggang, director-general of the Department of Social Sciences of the Ministry of Education of the People’s Republic of China; Xie Zhongyan, secretary of the Work Committee of the CPC of Changbai Mountain and director of Changbai Mountain Protection and Development Zone Administration Committee, Jilin province; Zhang Xiaoru, director of Shenzhen Academy of Social Sciences and chair of Shenzhen Social Science Association; Tao Yitao, vice secretary of CPC Committee of Shenzhen University (SZU), secretary of the Discipline Inspection Commission of SZU, and director and professor of China Center for Special Economic Zone Research; Yury Laptev, vice president of Saint Petersburg Conservatory in Russia and former adviser to the President on cultural issues; Kapil Kapoor, Director of Strategy and Operational Policy at the African Development Bank; Bali Ram Deepak, professor from the School of Language, Literature and Culture Studies of Jawaharlal Nehru University in India; Andrew Elek, member of the Australian Pacific Economic Cooperation Committee and associate editor of the East Asia Forum; Zhang Yongshan, head of Economic Research; Tan Yi, deputy head of Economic Dynamics Magazine. This forum also attracted prestige scholars from over 10 universities in and outside of China, including Tsinghua University, Shanghai University of Finance and Economics, Sun Yat-sen University, Shenzhen University, Liaoning University, Yanbian University, Guangdong University of Foreign Studies, Guangzhou University, Jawaharlal Nehru University in India, Visva-Bharati University, Far Eastern Federal University in Russia, Saint Petersburg Conservatory in Russia; renowned experts from international organizations, including the African Development Bank, Australian Pacific Economic Cooperation Committee, and the Economic Promotion Association for the Southern Federal District of Russia; experts and officials from China Society of Economic Reform, the Academy of Macroeconomic Research (AMR) of the National Development and Reform Commission, Chinese Academy of Social Sciences, Chinese People’s Political Consultative Conference of Jilin Province, Finance Center for South-South Cooperation, Publicity Department of Shenzhen Municipal Committee of the CPC, Shenzhen Academy of Social Sciences and Changbai Mountain Protection and Development Zone Administration Committee.
Director-general of the Department of Social Sciences of the Ministry of Education of the People’s Republic of China, Zhang Donggang addressed at the opening ceremony, stating that the theme of this forum aligns with China's strategic needs of  deepening reforms in all aspects, and building New Silk Road Economic Belt and 21st-Century Maritime Silk Road. It is of great practical significance to discuss the position and role of Special Economic Zones in building the Belt and Road. China Center for Special Economic Zone Research, Shenzhen University, as a key research base of Humanities and Social Sciences of the Ministry of Education, has played an active role in researching Special Economic Zones and China Road, and serving national strategy. Recent years have witnessed outstanding contributions made by CCSEZR in publicizing successful experience of China's special economic zones and establishing academic voice from Chinese scholars on the global stage.
"Jilin province is taking the initiative to integrate into the Belt and Road Initiative, as well as promoting and implementing deeply Changjitu eastward opening-up and the southward opening-up of Circum-Bohai region. This forum not only provides us with more advanced experience and converges more preeminent wisdom, but also builds a broader platform for opening up and economic construction of Jilin province integrating into the Belt and Road strategy rapidly", addressed by the secretary of the Work Committee of the CPC of Changbai Mountain and director of Changbai Mountain Protection and Development Zone Administration Committee, Jilin province, Xie Zhongyan addressed:
"With the deepening of China's Belt and Road initiative and the policy of Revitalizing the Old Northeast Industrial Bases, Jilin province is heralding new historical opportunities," says Chairman of Chinese People’s Political Consultative Conference of Jilin Province, Huang Yanming in his speech. Jilin province is stepping up efforts in carrying out and deepening the “Four-pronged Comprehensive Strategy”, adhering to the five development concepts of innovation, coordination, eco-friendly, open and sharing, and bringing into full swing its geographical advantages of proximity to borderland and sea. This forum will vigorously drive Jilin province to well align itself to the national Belt and Road strategy and achieve development. 
The opening ceremony of this forum was held by Tao Yitao, vice secretary of CPC Committee of Shenzhen University (SZU), secretary of the Discipline Inspection Commission of SZU, Key Research Base of Humanities and Social Sciences of the Ministry of Education - director and professor of CCSEZR. She first expressed her sincere gratitude towards Changbai Committee for their vigorous support in making this forum a success on behalf of Shenzhen University (SZU) and CCSEZR. She also expressed her sincere thanks to the scholars and experts and officials from all over the world. "Your presence makes this forum a great place to be, your discussions make it wonderful, while your ideas and intelligence bring profound power of thinking to it", said Tao Yitao, director of CCSEZR.
Following the short opening ceremony were wonderful and fast-paced lectures. Experts and scholars had a lively and open-minded discussion about the issues regarding the impact of the implementation of the Belt and Road initiative and supply-side reform on China's future economic trend. Huang Mengfu, former vice president of the National Committee of the Chinese People’s Political Consultative Conference, Gao Shangquan, and Zheng Xinli, key members of the National Economic Reform Think-tank, and economists, made profound, insightful and enlightening presentations on the Belt and Road Strategy from the national and international strategic perspectives. Their speeches lifted up and inspired guests present at the forum by their profound theories and a sense of mission. Experts and scholars in and outside of China also made great presentations on the Belt and Road Strategy by bringing forward constructive ideas or professional views or by referencing the history and current situation of their own countries. Some scholars believed that the Belt and Road Strategy is an eastern-led second globalization, which not only changes the global economic landscape, but also creates development opportunities and possibilities for countries and regions along the Belt and Road. Some scholars held that it needs a mature institutional arrangement to guarantee the smooth implementation of the Belt and Road Strategy. The economic development for each country in the context of today's economic globalization must be a process of mutual prosperity in broader areas, and the establishment of an inclusive and mutually trusted economic community is a win-win choice for all countries. Some scholars believed that SEZs play an enormous and irreplaceable role in transforming China's social system, driving China to shift from policy opening-up to system opening-up and from export-oriented economy to import-oriented economy. SEZs epitomize China's miracle and manifest China's road to development. SEZs, as political assets of China's successful reform and opening-up policy, must continue their role in taking bold steps in economic experiments during the implementation of the Belt and Road initiative, and will continue to be a shortcut for China to change its economic landscape and achieve four modernizations. In the future, as the Belt and Road initiative advances, Free Trade Zones—a new type of SEZs or an extension of SEZs will mushroom in China, which is expected to deepen China's social reform and perfect its market economy system. 
The morning session of the forum was respectively presided over by Zhang Xiaoru, director of Shenzhen Academy of Social Sciences, and Zhang Yongshan, head of Economic Dynamics.

In the afternoon, experts and scholars offered deep and candid insights into issues like the supply-side structural reform and “the Belt and Road” national strategy, lessons drawn from China's SEZs on the development of countries along the Belt and Road, the development mode and strategy of emerging economic development zones, entrepreneur innovation, and Belt and Road strategy. Many academic viewpoints and opinions have both theoretical and practical significance. This forum fully reflects the rational thoughts and the social responsibilities of scholars.
The closing ceremony of the forum was chaired by Yuan Yiming, deputy director and professor of CCSEZR. Li Yiyang, deputy director of Changbai Administration Committee, , and Tao Yitao, vice secretary of CPC Committee of Shenzhen University (SZU), secretary of the Discipline Inspection Commission of SZU, and director and professor of CCSEZR, respectively addressed the forum and spoke highly of it in their speeches. Li Yiyang said, "We will carefully learn and draw on experience from the riches of thoughts shed by all experts and scholars, and apply these ideas and innovative concepts to the future growth of Changbai Mountain which will for sure dazzle. In the meantime, we sincerely hope that the World Special Economic Zones Development Forum will maintain a close relationship with Changbai Mountain in order to help and speed up its economic development.

The beauty of wisdom and town turns beautiful moments into eternity.

She said among all guests, there are new faces who attend this forum for the first time besides some old friends and she is happy to see scholars, experts and entrepreneurs from both domestic and foreign universities, institutions or enterprises. "Your presence is a great honor to this forum and it is you who make it excellence and historically significant," said she.
Prof. Tao Yitao also said that what distinguishes this forum from past ones is that this forum is honored by the presence of national high-caliber academic journals. This academic community will play a tremendous and far-reaching role in amplifying the influence of forum. She was truly grateful for their enthusiasm in participating in and supporting this forum.
